Tyler Technologies partnered with the Texas Office of Court Administration to deliver eFileTexas, a statewide, mandatory e-filing program driven by the Odyssey File & Serve™ platform. The challenge was to replace paper-based filing across hundreds of courts quickly and smoothly—integrating many county clerks, case management systems and commercial filing providers, supporting self-represented litigants, and preserving court reputation while meeting an aggressive rollout schedule.

Tyler and the OCA used strong governance, published APIs, a robust data center, centralized communications and 24/7 user support to integrate 17 Electronic Filing Service Providers and 10 case management systems and to deploy Odyssey Guide & File™ for pro se users. The program reached 110 counties within 12 months and all 254 counties by 2016 (nine months ahead of schedule), registering more than 90,000 users, processing 4.2 million filings and eliminating nearly 27 million pages of paper in the first year, with 99.77% uptime and high user satisfaction.
