St. Petersburg’s Codes Compliance Assistance Department, using Tyler Technologies’ Socrata platform, faced the challenge of matching inspector capacity to varying workloads across 21 enforcement zones. Seasonal spikes (like overgrowth) and reliance on monthly analyst reports made it difficult to see real-time workload imbalances and quickly reassign resources.

By centralizing case data—case counts, origins, response and resolution times—into real-time dashboards, the city redrew zone boundaries and reallocated staff, including three seasonal investigators who can be redeployed in winter for special projects. The result was more equitable workloads, faster decision-making, freed analyst capacity for process improvement, no added budget impact, and improved public transparency through neighborhood-level reporting.
