Pinellas County, Florida partnered with Tyler (Munis) to revitalize its strategic performance program after years of inefficient planning and fragmented reporting. Staff struggled to gather consistent, compelling data for the Board of County Commissioners, relied on disparate tools (PowerPoint, Excel, siloed systems), could not track measures in real time, and faced employee resistance to new performance tools.

The county implemented Tyler’s Socrata Data Platform—using Socrata Perspectives and the Open Performance solution—to build narrative-driven dashboards that combined SurveyMonkey, SeeClickFix, and call-center data in real time. Paired with hands-on training, department “Super Users,” and a data governance committee, the initiative improved engagement with the board, standardized performance tracking, increased transparency, secured employee buy-in, and set the county up to expand dashboard use into the FY2022 budget and public-facing content.
