The State of Connecticut, a long-time client of Tyler Technologies' regulatory solutions, had used the CAVU eLicense system since 1999 but by 2016 was not realizing the full value of the software. With seven agencies on different systems, limited online self‑service, inconsistent licensing practices and legacy tools in use, the state needed a single, modernized regulatory platform and a plan to standardize workflows and improve ROI.

Connecticut chose to stay with Tyler and funded targeted product enhancements, comprehensive user training, mobile enforcement, per‑agency configurations, and migrations from legacy systems—while influencing Tyler’s development roadmap. The work expanded the solution from 4 to 12 agencies (41 divisions, 38 boards) covering 815 credential types, enabled automated renewals and self‑service, reduced paperwork, freed staff for strategic work, and delivered standardized processes and faster public service.
