Court Funds Helps Improve Poll Worker Retention Rates, While Saving Time and Taxpayer Dollars

Berks County’s Controller’s Office, responsible for paying roughly 1,200 poll workers per election across 200+ polling locations, struggled with a manual paper-check process that was time-consuming, labor-intensive, and costly for multiple county departments. Printing, sorting, mailing, reconciling cashed checks and reissuing payments created delays and administrative burden that risked deterring workers from returning.

The county implemented Tyler Technologies’ Court Funds pre-paid debit card solution, completing setup in four weeks and using simple Excel imports and trained “rovers” to distribute cards at polling places. The change enabled same-day or next-day payments, recaptured funds from no-shows, reduced staff workload and check-related costs, and improved poll worker satisfaction and retention.
