Berks County’s Controller’s Office, responsible for paying roughly 1,200 poll workers per election across 200+ polling locations, struggled with a manual paper-check process that was time-consuming, labor-intensive, and costly for multiple county departments. Printing, sorting, mailing, reconciling cashed checks and reissuing payments created delays and administrative burden that risked deterring workers from returning.
