The County of Kauai faced challenges in modernizing its homestead administration, which was hindered by paper-based processes, manual data entry into its Tyler Technologies Enterprise Assessment & Tax system, and disconnected systems. This led to processing delays, strained resources, and limited visibility into exemption eligibility, creating pressure to improve citizen services and operational efficiency.

Tyler Technologies, in partnership with TrueRoll, implemented the Application Vetter platform to create a seamless integration with Enterprise Assessment & Tax. The solution automated data processing for both paper and online applications, provided an online resident portal, and introduced automated eligibility validation. This resulted in a 50% reduction in processing time, eliminated manual data entry, and identified 236 unqualified homesteads, returning nearly $70 million in assessed value to taxpayers for greater tax equity.
