A Tyler Technologies Case Study
New Castle County, Delaware—a large municipality serving over 560,000 residents—faced serious risk from a 20-year-old legacy financial system and failing server. County leaders sought a cloud-based ERP with integrated, workflow-driven processes, self-service for users, dashboard reporting for visibility, elimination of offline spreadsheets and paper archives, and a partner to help redesign the chart of accounts and align historical financial records.
The county selected Tyler Technologies’ Munis and adopted its out-of-the-box best practices; within 18 months they implemented self-service, streamlined eProcurement and purchasing, automated receivables and cash receipting, enabled project accounting, grant management and flexible budgeting, and cleansed three years of financial data. The new system redesigned the chart of accounts for GAAP/GASB compliance, cut year-end reporting by weeks, made purchasing paperless with Tyler Content Manager, and used Socrata to publish CARES Act spending within 30 days—while cloud deployment reduced hardware and maintenance costs and set the county up for measurable ROI from process efficiencies.
