Washtenaw County Clerk/Register in Ann Arbor, Michigan needed to maintain vital records services during the COVID‑19 pandemic. With a small staff and a process that required paper applications, in‑person affidavit signing, and office payments, the county faced a safety and access challenge when offices were closed and social distancing was required.

Partnering with Tyler consultants, the county implemented an eMarriage workflow on the Eagle Self‑Service platform that enables secure document uploads, online payments, and scheduled virtual appointments via a calendar and Microsoft Teams, with affidavits provided in advance for signing during the virtual meeting. The new process reduced staff touchpoints, improved efficiency and convenience for residents, and has become the county’s preferred ongoing approach to delivering marriage license services.
