CLT Appraisal Services, a Tyler appraisal & tax solution, partnered with Washington County, PA, to address a major challenge: the county hadn’t conducted a mass reassessment since 1981, leaving assessed values at roughly 10–25% of market and straining school funding. A court-ordered reassessment loomed amid anticipated taxpayer resistance, so county leaders sought an experienced firm to deliver fair, defendable valuations and strong public outreach.
Tyler’s CLT team led a comprehensive effort—engaging the community, collecting and verifying data for ~117,000 parcels (including exterior photos, measurements and owner-verified details), and implementing valuation models in iasWorld CAMA. CLT trained county staff, managed informal appeals (15,543 parcels, ~13.2% of taxable parcels), and updated legacy records. The result: equitable, market-reflective values, organized digital records, high public participation (nearly 70% of 51,000 door-hanger responses returned), and a smooth, controversy‑free formal appeals process.
