A Tyler Technologies Case Study
Tyler Technologies partnered with the Commonwealth of Virginia to tackle the state’s worsening opioid crisis, where critical data needed for timely, evidence-based responses was siloed across six state agencies and multiple local partners. Virginia lacked a centralized approach to data‑sharing—relying on ad hoc, point‑to‑point agreements—leaving policymakers and frontline responders reactive and without the interoperable insights needed to coordinate care and public safety.
Using a U.S. DOJ grant and partner Qlarion, Virginia deployed Tyler’s Enterprise Data Platform to create a secure, governed data‑sharing environment with APIs, metadata, access controls and self‑service analytics. The platform sped onboarding, built inter‑agency trust, enabled cross‑discipline analysis that improved decision‑making, attracted external funding, and set a roadmap to expand governance and include sensitive HIPAA data across more agencies and regions.
