The City of Clovis, CA, faced an obsolete, decade-old permitting system that functioned as a simple tracking database and could not enforce data validation, workflows or complex regulatory checks. With increasingly complex permitting, address and approval requirements, the city needed an enterprise regulatory system to standardize processes, reduce errors and streamline cross-departmental workflows.
Clovis implemented Tyler Technologies’ EnerGov 9 Enterprise Server, integrating GIS, financial systems and external license checks to automate validations, fee calculations and workflows. Within a year permits were issued with 100% accurate addresses, manual GL coding and duplicate data entry were eliminated, spatial case histories and conflict checks improved accountability, and the city is positioned to move plan review to a paperless, eReviews process.
