The City of Walla Walla, Washington — a 31,000‑resident local government with a $170.7M budget and a Tyler client since 2003 — faced an overly centralized, spreadsheet‑driven budgeting process that limited department buy‑in, communication and forecasting ability, especially as the city moved to a biennial budget. Leadership wanted to decentralize data entry, improve transparency and tie budgeting more closely to strategic planning.

In 2009 the city implemented Tyler’s Eden Advanced Budgeting, integrated with its existing Eden systems, and deployed it via a cross‑functional team from finance, HR and Technology Services plus hands‑on department training and intranet documentation.
