City of Walla Walla - Customer Case Study

The City of Walla Walla, Washington — a 31,000‑resident local government with a $170.7M budget and a Tyler client since 2003 — faced an overly centralized, spreadsheet‑driven budgeting process that limited department buy‑in, communication and forecasting ability, especially as the city moved to a biennial budget. Leadership wanted to decentralize data entry, improve transparency and tie budgeting more closely to strategic planning.

In 2009 the city implemented Tyler’s Eden Advanced Budgeting, integrated with its existing Eden systems, and deployed it via a cross‑functional team from finance, HR and Technology Services plus hands‑on department training and intranet documentation. Departments entered their own budgets and decision packages, managers reviewed and adjusted them, and reports were published for council and citizens. The result was greater department engagement and accountability, reduced paper and rework, improved analysis and forecasting, and a streamlined budgeting process recognized with Tyler’s 2012 Public Sector Excellence award.
