The City of Tulsa (population ~400,000; ~3,700 employees) faced fragmented, manual finance processes and no centralized way to track disaster-related spending when COVID-19 hit. Departments were individually identifying and submitting emergency expenses, making it difficult to determine eligibility and pursue federal reimbursement quickly despite already using Tyler Munis ERP.
Tulsa implemented Munis Project Ledger (creating a “COVID2019” project with payroll and expense strings) and used Tyler Content Manager to centralize coding, documentation, and reporting across departments, including HUD and DOJ funds and public safety overtime. The city tracked nearly $684,000 in COVID-related expenditures, extracted 1,500+ supporting documents in minutes, and reduced a task that once took ~125 staff hours (≈ $5,000) to about 15 minutes, enabling full reimbursement capture and faster budget restoration.
