The City of Troy, Alabama faced new state reporting and transparency requirements but was hampered by an outdated, siloed accounting environment—ten separate systems with limited user access—making timely financial reporting and interdepartmental decision-making difficult. Troy implemented Tyler Technologies’ Incode suite—phased across Accounts Payable, General Ledger, Utility Billing, Payroll, Permits and Business Licenses—creating a shared database and streamlined workflows. The city added eBill and online payments, cut license processing from two months to one week (growing licensed businesses from 2,300 to 3,300 and generating an estimated $95,000), and improved collections and transparency. Overall results include $112,000 in new revenue, an estimated 10,841 hours saved (about $130,000 in projected savings), reduced bad debt, and a more efficient, collaborative organization.
