City of San Bernardino - Customer Case Study

Tyler Technologies’ public safety division supported the San Bernardino Police Department during the Dec. 2, 2015 terrorist attack, when a mass shooting left 14 dead, 22 wounded and generated roughly 3,000 incoming calls. Faced with conflicting reports, an overwhelmed public and the need to coordinate a rapid, multi-agency response, the department needed resilient dispatch and incident-management capabilities to keep pace with an unfolding, high‑pressure crisis.

Using Tyler’s New World CAD and well‑trained personnel, dispatchers and officers were able to process the surge in calls, mobilize more than 300 officers within 30 minutes and maintain situational awareness throughout the response. The system “handled the volume” without faltering, enabling effective coordination, timely field response and lifesaving actions—reinforcing three enduring lessons: training matters, relationships matter and everyone matters.
