A Tyler Technologies Case Study
The City of Mountlake Terrace, WA (pop. 20,090) needed to improve efficiency in its utility billing operation where a single coordinator managed billing for 6,000 customers. When the city planned a full replacement of water meters with an automated meter reading (AMR) system, the finance team used the opportunity to upgrade from Munis Utility Billing to Munis Utility Billing Customer Information System (UB CIS) — with the key challenge of implementing both upgrades without disrupting service.
The city synchronized the AMR rollout and UB CIS conversion, piloting UB CIS on a training system before going live in April 2012, and collaborated across departments and with a Munis implementer and customer focus group. The result was faster, same‑day customer responses (cutting prior turnaround by more than half), streamlined single‑screen tenant/owner views, quicker searches, XML-enabled e-billing that will reduce print/mail costs, and an on‑schedule, on‑budget implementation that improved overall customer service and operational efficiency.
