The City of Frisco, Texas (pop. 193,225; 1,440 employees) struggled with a legacy merit process in which more than 80% of performance reviews were completed late, forcing HR and payroll to perform time-consuming manual back‑pay calculations and more than 1,000 one-off personnel entries. As a long-time Tyler client using Munis and Tyler Content Manager, Frisco needed a way to automate reviews and merit increases, align increases with the fiscal year, and reduce administrative burden.

Frisco implemented Munis’ automated evaluation and mass pay-change capabilities, consolidating employees to a single annual review date, routing evaluations through workflow, and processing pay‑band increases in bulk. The change eliminated manual entries and retro pay processing, improved timeliness, consistency, and transparency of reviews, and is estimated to save about 156 staff hours annually (100 hours for review processing and 56 hours for back‑pay calculations).
