Cheyenne Police Department, serving Wyoming’s capital (pop. ~63,600), faced rising offenses driven by untreated substance abuse and mental health disorders and long waitlists for care that perpetuated cyclical jailings. The department needed a community-focused approach to treat underlying issues rather than defaulting to arrest and incarceration.
In 2019 Cheyenne launched the region’s first LEAD (law enforcement assisted diversion) program, assigning case managers to help participants access housing, medical care and basic needs, and fully launched with 36 active participants in August 2020. Using Tyler’s New World Enterprise Records and CAD to screen contacts, document eligibility, and share data with county and state partners, the program saved staff hours, improved interagency coordination, and produced promising outcomes — participants are now 58% less likely to reoffend.
