The City of Temecula, California (about 110,000 residents and 140 employees) needed to modernize its civic services to break down departmental silos and reduce long processing and wait times that were slowing permitting and citizen services.
Temecula implemented Tyler Technologies’ EnerGov (alongside existing Eden and cashiering systems), trained roughly 100 users and went live in 2014; the result was dramatic: citizen wait times fell from 60 to 15 minutes, simple permit processing dropped from about 45 minutes to 15 minutes, plan submittals were completed 24–48 hours faster, approvals moved to a paperless workflow, and both staff and residents reported higher satisfaction and clear ROI.
