Bath & North East Somerset (BANES) needed an open data program but lacked in-house expertise to build and maintain a sustainable datastore. Rather than a top-down approach, the council partnered with local developers to form Bath: Hacked, but early hacks relying on linked CSVs proved unreliable and insufficient for broader community use.

Bath: Hacked teamed with Socrata to deploy a full-featured datastore within months (mid-June to August 14), then expanded datasets (parking, housing, crime, maps, air quality) at community request. The platform is now run by 10–15 volunteers, attracted DEFRA funding for visualizations, lowered council costs, and strengthened citizen–government collaboration while planning to formalize and help other cities replicate the model.
