Advancing Collaboration, Transparency, and Data-Driven Decision-Making

The San Diego Association of Governments (SANDAG) is the metropolitan planning organization serving San Diego County—representing 18 city councils and the County Board of Supervisors and supporting a population of about 3.3 million with 400+ staff. SANDAG faced fragmented, unstandardized data trapped in custom systems and silos, which hindered version control, increased errors, and limited the agency’s ability to make regionwide, data-driven decisions.

To address this, SANDAG implemented Tyler Technologies’ Data & Insights suite—including an Enterprise Data Platform and an Open Data Platform—automating data flows into a public Open Data Portal and an internal data-sharing platform in just six months. The result was faster, equitable access to rich, real-time datasets and visualizations, stronger cross-team collaboration, increased transparency and public trust, and broader use of data by member jurisdictions, researchers, and the public.
