A well-known federal agency needed to bring eLearning development in-house for a new HR Academy after paying contractors more than $100,000 per course and encountering AICC/SCORM compliance issues and low interactivity. Their project manager found Adobe Captivate too limited and required an easy-to-use, full-featured authoring tool plus a repeatable internal process to scale course production.

After a live demo they adopted Lectora (with Trivantis creating a standardized template) and established a workflow where SMEs populate course layouts that the small in-house team then finalizes.
