The Illinois Tollway Uses Proliance Software to Lower Operating Costs and Increase Efficiency on $6.3B Congestion-Relief Program

The Illinois Tollway, which manages 274 miles of interstate tollways in Northern Illinois, launched a $6.3B Congestion-Relief Program to rebuild roadways, add lanes and convert 20 toll plazas to Open Road Tolling. Facing hundreds of concurrent projects and the need for stronger controls for scheduling, cost estimating, change management and auditability — plus the challenge of coordinating many remote field offices — the agency required a fast, web‑based project management solution.

The Tollway implemented Meridian’s Proliance On Demand (with HNTB and KFA support) on a 90‑day fast track, rolling out to ~200 users and later expanding to 750+. The system standardized workflows, improved oversight and cut average RFI/Issue response from ~30 days to seven and Submittal resolution from ~45 to ~10 days, enabling faster decisions, reduced delays (avoiding up to $60K/day), electronic document savings and successful milestones such as converting 20 plazas to ORT in 22 months.
