Sweetwater Union High School District Uses Prolog® Software to Establish Funding Accountability and Project Controls on 10-Year, $644M Modernization Program

Sweetwater Union High School District, a 32-campus district serving more than 42,000 secondary students in San Diego County, launched Proposition O, a $644M, 10-year bond program to modernize facilities across roughly 55 projects. Managing strict public‑funding accountability and real‑time budget reporting proved challenging after prior bond work relied on disconnected spreadsheets, so the district and its program managers (Gilbane/SGI) needed a centralized project controls solution to ensure data integrity, schedule adherence and transparent reporting.

Working with Rotech Consulting, the team implemented Meridian’s Prolog and Prolog WebSite, integrated scheduling software and custom invoice-routing controls (barcode approvals), creating a single database for contracts, RFIs, budgets and KPIs. The result: real‑time budget and schedule visibility, automated monthly reports for oversight, faster invoice processing within 30 days, improved risk detection and clear tracking of community outreach commitments (e.g., local and disadvantaged vendor spend), enabling more accountable, efficient program delivery.
