Miami-Dade Water and Sewer Department (WASD) is one of the largest U.S. public utilities, serving over 416,000 customers and managing major capital programs including a $600M High Level Disinfection (HLD) upgrade. WASD struggled with disconnected information, unpredictable workload and poor visibility across projects, which made resource allocation, planning and risk management difficult as multiple large contracts moved from planning to construction.
