Paengaroa Sands Ltd was awarded a contract to supply fill for a 23 km highway near Tauranga but had no way to verify truck payloads on site. They estimated loads and relied on a weigh-bridge 12 km away—after a police checkpoint—so over- or under-loading couldn’t be detected until trucks had already traveled and risked fines, making the job risky to bid for.
