Kuwait’s Ministry of Public Works Uses Prolog® Manager to Save Millions in Claims by Creating a “Paper Zero” Project Management System for a $1B USD Hospital Project

Kuwait’s Ministry of Public Works (MPW), the government contractor behind major national infrastructure, faced the challenge of managing the $1B Jaber Al Ahmad Al Jaber Al Sabah Hospital project while reducing contractor claims, improving document and cost control, and eliminating paper-based workflows. Although MPW had used Meridian’s Prolog for document control since 2008, project leadership required a full project management solution with a 30-day go-live to create a single, auditable system of record.

Meridian and a local partner configured, customized and integrated Prolog (AutoCAD, Office, scheduling) and deployed a “Paper Zero” policy via Citrix, adding dashboards, security controls, digital signatures and camera access plus role-based training. The result was real-time reporting, stronger oversight, faster distribution, secure off-site backups, reduced paper costs and better documentation to defend claims—potentially saving MPW millions and improving project efficiency and transparency.
