How Raleigh Saves Millions on Pavement Case Study

Raleigh, one of North Carolina’s fastest‑growing cities, manages an asphalt pavement network worth more than $700 million. The city had relied on spreadsheets and subjective “worst‑first” decisions that prioritized major repairs, overused mill‑and‑fill resurfacing, and deferred routine preventive maintenance, causing faster deterioration and higher long‑term costs.

Raleigh implemented Trimble’s AgileAssets pavement management solution with implementation support to bring objective, data‑driven analysis (including a crack‑density metric and 2‑meter segment mapping) to budgeting and treatment selection. The city now applies a wider range of cost‑effective preservation techniques, negotiates better contracts, slows PCI decline by about one point per year, and expects $8–9 million in annual maintenance cost savings, while expanding the system to bridges, sidewalks and other assets.
