The City of Norfolk Department of Public Works oversees a $61.1 million Capital Improvement Program with several hundred concurrent design and construction projects — from dredging and maintenance to rehabilitation and renovations. The program was hampered by paper files and spreadsheets, multiple inconsistent inspection forms, a disconnected change-order process, and limited visibility and accountability that produced surprise cost overruns.
In July 2015 the city implemented e-Builder’s cloud-based integrated project management system to centralize data, standardize inspection templates and introduce a potential change-order workflow. The platform gave inspectors and project managers real-time access to reports, plans and jobsite photos, increased transparency into potential change orders, standardized workflows, and shifted meetings from status updates to problem solving — improving efficiency and control across the CIP.
