The City of Fort Smith Utility Department, which provides water and sewer service to about 150,000 people in a city of 86,000, faced a major compliance and delivery challenge after entering a 2015 EPA Consent Decree that called for roughly $480 million in sewer upgrades over 12 years. Project work was hampered by scattered paper-based document management, no formal invoice tracking, and entirely manual approval workflows, prompting a recommendation for a cloud-based system to handle increased workload and reporting demands.
Fort Smith implemented and customized e-Builder Enterprise—adding Process Workflows, DocuSign integration, standardized inspection forms, and a central PMIS—to automate document management, approvals, scheduling, and cost processes. The system delivered real-time dashboards for Consent Decree reporting, consistent automated workflows with audit trails, improved cross-team collaboration, more accurate cost and schedule forecasts, and reduced risk and bottlenecks.
