Charlotte Area Transit System - Customer Case Study

Charlotte Area Transit System (CATS), the largest public transit network between Washington, D.C. and Atlanta, faced major project-control challenges while delivering the $1.2 billion Blue Line Extension to UNC Charlotte. With dozens of internal and external stakeholders, strict federal reporting requirements, and well over 1,000 submittals, the city’s SharePoint-based workflow caused access constraints, communication breakdowns and submittal-management bottlenecks.

In August 2012 CATS moved to the e-Builder project controls platform, organizing the program into 17 contract-based projects and using the system for document, change, cost and submittal management. Automated submittal registers, concurrent reviews, early notifications and real-time status reporting produced faster processing times, clearer audit trails, streamlined FTA reporting and improved stakeholder collaboration—helping keep the Blue Line Extension on track for its scheduled service date.
