Sunnyvale’s Public Works Department—Engineering Division (Project Administration Section), which manages the city’s capital projects from small sidewalks to multi‑million‑dollar bridges, struggled for years with a paper‑based workflow. A roughly 15‑person team relied on spreadsheets, printed RFIs/RFQs/submittals and manual routing, which made compiling reports and keeping projects moving slow and labor intensive.

In January 2016 the team implemented e‑Builder Enterprise, a cloud PMIS that now handles all new project documentation, RFIs, RFQs, change orders, payments and submittals. The system has processed over 1,400 submittals, saved the admin about 15% of her time, eliminated filing cabinets, and given staff real‑time dashboards and reports—speeding delivery and improving oversight on projects like the $8M Old Mountain View–Alviso Road Bridge.
