Sacramento City Unified School District (SCUSD), a Northern California K–12 district with 85 schools serving about 46,800 students, faced growing capital needs while managing a $408 million bond for upgrades, repairs and modernization. Their legacy, non-integrated Microsoft Access systems required manual data re-entry, paper approvals and inconsistent processes, making it hard to track costs, manage projects across departments, and produce timely, auditable reports.

SCUSD implemented e-Builder’s Enterprise PMIS, used by 15 internal staff and 92 external partners to manage bidding, design, construction and maintenance. The district completed 373 projects to date, now tracks programs down to line items, provides quarterly Bond Oversight Committee reports, and has full visibility into $269 million remaining—improving risk management and transparency. Electronic approvals and digital bid processing reduced contract processing by 1–2 days and payment processing by 3–4 days, enabling SCUSD to manage 50–60 projects annually, including the $56 million Central Kitchen.
