Miami‑Dade Water & Sewer Department (WASD) faced an unprecedented multi‑billion‑dollar capital program and a heavy caseload—about 2,430 water and sewer projects per year and roughly $40M in annual asset creation—while relying on a paper‑based, stakeholder‑dependent approval process that was slow, error‑prone and strained further by COVID‑era remote work. WASD created a Project Management Office (PMO) and partnered with e‑Builder and implementation partner ATKINS to modernize approvals for 2.3 million county residents, developers and regulatory agencies.

WASD implemented e‑Builder Enterprise as a centralized, web‑based system (with Bluebeam integration) to automate 38 development processes, enable Concurrent Plans Processing, and support field reporting via tablets. The solution improved visibility and collaboration across agencies, reduced errors and office trips, and cut review and inspection turnaround by roughly 3–6 months, keeping projects moving more quickly and reliably—even during the pandemic.
