The Metropolitan Sewer District of Greater Cincinnati (MSD) faced managing the $89.9M Lick Run Greenway — part of the Lower Mill Creek Partial Remedy in Hamilton County, Ohio — a large, complex urban project meant to eliminate nearly 400 million gallons of CSOs annually. As MSD’s largest-ever construction effort with an aggressive 18-month schedule to meet a federal consent decree, the team struggled with disparate tracking methods, paper-based RFIs and change orders, and non-scalable processes across MSD, the construction manager, contractor and design engineer.

MSD implemented e-Builder Enterprise as a centralized PMIS (deployed in under six months) to consolidate document control, automate submittal/RFI/change workflows mapped to MSD procedures, and deliver BI dashboards and KPIs. Results included RFI turnaround dropping from 13 to 5 days and submittal processing from 27 to 11 days, clearer performance tracking, improved productivity, and a pilot MSD plans to expand program‑wide to help ensure on‑time delivery.
