The City of Raleigh, steward of a pavement network valued at more than $700 million, struggled for years with spreadsheet-based, subjective pavement management that prioritized the worst roads and over-relied on mill-and-fill. That reactive approach accelerated network deterioration, increased long-term capital costs, and left the city unable to explore cost-effective preventive treatments like overlays, microsurfacing, chip seals and slurry seals.
Raleigh implemented Trimble’s AgileAssets pavement management system to bring objective, data-driven analysis to decision-making—using crack-density metrics, 2‑meter segment evaluations and calibrations that yield about 90% accuracy. The change enabled smarter treatment selection, improved contracting, and a shift to preventive maintenance that reduces the PCI decline by roughly one point per year—translating to $8–9 million in annual maintenance savings—and is now being extended to bridges, sidewalks and other assets.
