The University of California San Diego (UCSD), a top-10 public university that spends over $1.6 billion annually on capital improvements, needed a better way to manage a large, owner-driven capital program. Its contractor-focused project management system and Excel-based processes offered poor real-time visibility, made multi-stakeholder budget reviews and strict state-funded compliance cumbersome, and increased the risk of unapproved changes and payment delays.

UCSD implemented e-Builder (used by about 75 Facilities staff) to baseline budgets, track costs and contingencies against schedules, and enforce structured workflows and approvals. The platform improved transactional visibility and transparency, simplified state reporting and audits, enabled proactive issue resolution, tightened cost control, reduced delays, and provided real-time access to historical project data.
