Enhanced Efficiency With a Cloud-Based PMIS

The City of Fort Smith Utility Department, which serves water and sewer to about 150,000 people in the Fort Smith metro area, faced a major compliance and delivery challenge after entering a 2015 EPA Consent Decree that required roughly $480 million in sewer upgrades over 12 years. Its capital program was hampered by paper file cabinets, an archival digital repository, no formal tracking of invoices or approvals, and entirely manual workflows—making it difficult to spot bottlenecks or scale processes to meet the increased workload.

In January 2017 the department implemented e-Builder Enterprise, a cloud-based project management information system providing a central project data repository, DocuSign and workflow automation, and a unified scheduling module. The solution delivered real-time dashboards, consistent automated processes, improved collaboration, and better contingency planning—resulting in accurate cost and schedule forecasts, reduced risk, and clear visibility into program progress to support Consent Decree compliance.
