The City of Norfolk Department of Public Works manages a roughly $61.1 million Capital Improvement Program with hundreds of concurrent design and construction projects. The Division struggled with spreadsheet- and paper-driven workflows, inconsistent inspection forms, a disconnected change-order process, tedious duplicate data entry, and limited visibility and accountability across teams.
To address this, Norfolk implemented e-Builder’s cloud-based project management system, standardizing templates and workflows, digitizing daily inspection reports, and introducing a Potential Change Order (PCO) process. The centralized system delivered real-time data access, greater transparency and accountability, and faster decision-making—saving an estimated 2–6 weeks per project in paperwork time, minimizing hallway updates, refocusing meetings on problem solving, and enabling rapid responses (e.g., resolving a stormwater issue in under 48 hours).
