Chicago Transit Authority (CTA) Managing a Multi-Billion, Multi-Year Capital Modernization Plan

The Chicago Transit Authority (CTA), the nation’s second-largest public transit system serving Chicago and 40 suburbs with over 520 million annual riders, needed to manage a multi-year, multi-billion-dollar capital modernization program. After its legacy program-management tool was discontinued, CTA sought a transportation-focused solution with customizable workflows, robust cost and budget reporting, cross-project visibility, and the ability to manage day-to-day project activity and budgets in one place to improve transparency and reduce errors.

CTA selected e-Builder Enterprise and, with consultant KFA, completed a rapid implementation and migration of roughly 4,000 historical budget and cost records. The platform standardized processes, provided audit trails and real-time, cross-project reporting, minimized duplicate data entry, and improved transparency and accountability across departments and external stakeholders—streamlining reporting, speeding decision-making, and supporting the full project lifecycle from planning through construction.
