Charlotte Area Transit System (CATS), the largest public transit network between Washington, D.C. and Atlanta, faced growing complexity as it executed a multi-project expansion including the $1.2B Blue Line Extension and a broader 2030 corridor plan. With dozens of stakeholders (federal and state agencies, university, utilities, multiple city departments and contractors) and thousands of submittals, the city’s SharePoint-based workflow created access limits, collaboration breakdowns and submittal-management chaos.

In August 2012 CATS implemented e-Builder and divided the Blue Line work into 17 contract-based projects, giving all internal and external users a single system for document, process, change, cost management and reporting. Automated submittal registers, concurrent reviews, early notifications and real-time status reporting shortened change-request processing times, improved stakeholder collaboration and federal reporting efficiency, and helped keep the Blue Line Extension on track for 2017 while enabling future forecasting and dashboard improvements.
