How Sarta Increased Paratransit on-Time Performance to Above 90%

SARTA (Stark Area Regional Transit Authority) faced a paratransit reporting and operations challenge: its on-time performance data was based on estimated paper-manifest times rather than actual vehicle activity, and dispatchers lacked real-time visibility into fleet locations. Working with Trapeze Group and its PASS paratransit software, SARTA sought better accuracy, efficiency, and service quality.

Trapeze Group implemented CAD/AVL with MDTs, along with PASS-IVR and PASS-WEB, to provide real-time GPS time-stamped data, electronic manifests, turn-by-turn directions, and self-service scheduling options for riders. The results were strong: on-time performance rose from 82% in September 2014 to above 90% by September 2017, while SARTA also reduced no-shows, lowered call volume, improved staff confidence, and enhanced customer service and operator morale.
