LOGIT, a consultancy specializing in transportation planning, faced the challenge of creating a multi-year strategic transport plan for the city of Belo Horizonte, a metropolitan area of over five million people. The key challenge was to prioritize actions and projects in a way that integrated diverse public needs through a robust engagement process, ensuring the resulting plan was both coherent and durable. LOGIT chose to use TransparentChoice's decision-making software to support the delivery of this critical project.

Using the TransparentChoice platform, LOGIT implemented an Analytic Hierarchy Process (AHP) framework. They facilitated a public consultation with over 100 diverse stakeholders to pairwise weight the criteria and then scored 230 different projects for strategic alignment. A separate group scored the projects on feasibility. The TransparentChoice software synthesized this data to produce an actionable strategy, visually mapping the projects on a strategic alignment versus feasibility matrix. This identified priority portfolios, such as quick wins in traffic calming. The outcome was a highly successful plan that integrated widespread public opinion, leaving the client very happy with the actionable and defensible strategy.
