The Municipality of Trondheim Saves Millions With a New Eprocurement Solution

The municipality of Trondheim modernized its procurement to cut costs and gain better spending insight. Facing fragmented operations and a dispersed workforce (about 1,600 key users across 230 units and many staff with limited computer access), Trondheim sought an easy-to-use eProcurement solution to improve purchasing control, increase contract compliance and reduce indirect and direct purchasing costs.

Trondheim implemented IBX (now Tradeshift) Purchase-to-Pay—an ERP-independent platform with supplier-driven catalogs and mobile access—making use mandatory and standardizing assortments and agreements. The rollout delivered sustained improvements: contract compliance rose to over 91%, annual savings exceed NOK25 million (≈10%), about 60,000 orders are placed yearly (NOK240 million value), mobile usability scored well, and the solution is now central to the municipality’s procurement strategy.
