VTNZ Tailors Content to Multiple Groups With Audience-based Visibility

Vehicle Testing New Zealand (VTNZ), part of the DEKRA global safety network and the largest provider of vehicle safety assessments in New Zealand, needed a single LMS that could host multiple organisational groups within the DEKRA Southern Africa & Oceania framework. They evaluated three approaches—a Kineo multi-tenancy plugin, Totara’s native audience-based visibility, or separate Totara instances—and sought a solution that would be easy to manage, support multiple landing pages and dashboards, and deliver user-based content and reporting without unnecessary complexity.

VTNZ and Kineo chose Totara’s out-of-the-box audience-based visibility augmented by a free plugin to assign themes via a user profile field, deploying two Kineo Self-Service Themes mapped to dynamic audiences (VTNZ and DEKRA). This setup allowed role- and organisation-specific dashboards, course access and reports, delivering branded, isolated experiences for each group. The approach halved implementation costs, preserved flexibility for future growth, and provided a robust, low-maintenance architecture that met VTNZ’s business and learning needs.
