Transforming Learning and Development at Surrey and Sussex Police with Totara

Surrey and Sussex Police, two neighbouring police forces in the South East of England, needed a better way to manage learning and development across about 11,000 officers and staff. Their training was spread across disparate systems and manual processes, creating admin overhead, inconsistent records, and difficulty tracking compliance and blended learning requirements. Totara was brought in, working with Think Learning, to replace spreadsheets, emails, and separate tools with a more unified approach.

Totara implemented a centralised learning platform that automated enrolment, improved reporting, and supported large training programmes across both forces. The results included over 11,000 user accounts, 8,923 active users, 2,250 seminars delivered to around 19,600 attendees, and an estimated three weeks of administrative work saved for one senior leadership training event alone. Totara also enabled better compliance tracking, stronger data visibility, and a more self-service learning experience for staff.
