Ofsted successfully launches a single self-service Totara Learn platform for all user groups

Ofsted, the UK Government inspectorate for education and children’s services, needed to replace two in‑house Moodle sites that were duplicated, inconsistent and delivering poor engagement. The organisation required a single, intuitive platform for about 4,000 users across three distinct groups, while preserving existing learning records, improving reporting and evaluation, and minimising risk through external support and a future‑proof solution.

Working with Synergy Learning, Ofsted implemented a single Totara Learn VLE with a branded theme, Single Sign‑On for employees and an interim login for contractors. The platform consolidated course booking, recording and reflection, improved reporting and line‑manager visibility, and enabled internal subject‑matter experts to create content. Since launch, nearly 99% of the workforce has accessed the system, mandatory learning completion hit record levels, and employee survey scores for access to learning rose by 5 percentage points.
