New Zealand Ministry of Business, Innovation and Employment adopts single LMS platform

The New Zealand Ministry of Business, Innovation and Employment (MBIE) — created in 2012 by merging four government agencies to drive economic growth and productivity — needed a single learning management platform to support a global, mobile user base while meeting strict government security standards. The new LMS also had to be simple, fast, cost-effective, provide broad functionality without custom development, and include responsive local support for a large, diverse organisation.

MBIE implemented Totara Learn (hosted and technically supported by Catalyst, with L&D configuration and training from Kineo Pacific), an out‑of‑the‑box, secure, mobile-ready LMS that migrated around 200 courses with minimal rework. The platform gives managers easy tracking of completion and compliance, configurable alerts, and access to government-wide enhancements; it enabled immediate rollout of training and substantially improved accessibility, flexibility and monitoring of learning across the ministry.
