New Zealand Customs Opens Up Self-managed Learning to a Dispersed Workforce With Totara Learn

The New Zealand Customs Service, a government agency of about 1,200 staff responsible for protecting the nation’s borders, needed a more efficient way to deliver and track training across a widely dispersed workforce while meeting strict compliance and regulatory requirements.

Using Totara Learn, Customs launched a large catalogue of off‑the‑shelf and in‑house courses organized via Totara Programs, migrated historic learning records, and implemented an on‑premise SSO solution delivered with Catalyst. A custom Benchmark plugin captured on‑the‑job training and progress, enabling self‑managed learning, clearer manager visibility, and improved access to development and compliance tracking across the organisation.
