NCCER constructs a commercial grade extended enterprise learning solution

NCCER, the National Center for Construction Education and Research, needed to move its construction training and assessments from a paper-based process to an online model while retiring legacy systems and bringing operations in-house. To support this shift, NCCER selected Totara Learn and worked with Totara partner Synegen to replace fragmented third-party systems and create a more coordinated extended enterprise learning solution.

Totara implemented Totara Learn with cloud hosting, open APIs, LTI integrations, and multi-tenancy to connect Salesforce, Shopify, a testing platform, and NCCER’s registry, while also customising assessments and scoring for high-stakes practical exams. The result was a full rollout to 600 accredited assessment centres and more than 1,000 sites, handling 12,000–15,000 tests daily and over 300,000 per month, while doubling revenue, reducing admin burden, and improving speed, visibility, and learner experience.
